WARREN HASTINGS AND THE REGULATING ACT

The appointment and intervention of the reformer, Warren Hastings, came too late to prevent more broad-based and direct parliamentary intervention. Reports of the Bengal Famine, the growing enmity between the wealthy Nabobs coming home and the British establishment, and the increasing number of exposes describing life and rampant profiteering in Bengal only served to arouse and fuel negativism within metropolitan society and Parliament. Together, they spawned investigations into the Company's abuses and affairs.

Although Clive's enemies were able to turn the Burgoyne Committee's attention to Clive's career in India and that of other Company servants who had worked with him, which threatened the confiscation of almost all of this fortune and aroused widespread and hostile interest, he nevertheless, worked with Lord North. Clive used his influence with the Company to assist the ministry achieve its reforms, thus easing the impact on the Company as a consequence of the passage of the Regulating Act.

The Act's primary intent was to simply provide Parliamentary oversight over the affairs of the Company, as it related to what were beginning to be seen as 'British subjects in India Despite the view that the Indians were, or were becoming British subjects; there was little or no desire on the part of Lord North — the Act's leading benefactor — to become involved in the festering debate over sovereignty in a territory so far, far away While the issue of sovereignty was raised again and again over the years, it was only addressed obliquely until 1857. Only then was the Company relieved of its governmental responsibilities in India altogether.
